The declaration still requires final approval from the leaders themselves.
It describes Russia as a long-term threat to Euro-Atlantic security and stability. The text notes that European allies and Canada are increasing defence spending in line with commitments made at the 2025 summit in The Hague and are assuming greater responsibility for the alliance's defence in cooperation with the United States.
Allies reiterate that Iran must never acquire a nuclear weapon and must respect freedom of navigation in the Strait of Hormuz, the declaration states.
