He said the party would restore authority to No 10 so that the Prime Minister, not the Cabinet Secretary, would be in charge.
"No10 is in charge, not the Cabinet Office. He added that the change would make it matter who walks up Downing Street. The proposal forms part of Reform UK's alternative vision for government structure.
