According to the Rappler report, the session proceeded even after Senate offices were directed to adopt a work-from-home arrangement the evening before because no official business had been scheduled.

The hearing, convened by the Cayetano group, focused on flood-control shortcomings and included discussion of corruption allegations. No broadcast occurred on the Senate's official channel, no registration table was set up for resource persons, and only a small number of staff attended. Oaths were administered directly by a member of the Cayetano group rather than by committee secretariat staff.
The majority bloc described the proceedings as an attempt to exercise authority following a Senate reorganization amid an ongoing dispute over leadership. One side maintained control of the Senate while the other side stated that control had shifted. The next official blue ribbon committee hearing is scheduled for June 8 under the newly assigned chair.
