Senate Releases Contractor Curlee Discaya to Police After Nine Months of Contempt Detention on Malversation Warrant

The Senate turned over flood control contractor Pacifico 'Curlee' Discaya to police on Monday, June 8, 2026. The handover followed a court-issued arrest warrant tied to a non-bailable malversation case filed by the Office of the Ombudsman. Discaya had been held at the Senate for nearly nine months under a contempt citation.

The citation stemmed from inconsistent remarks he made during the Senate blue ribbon committee’s inquiry into anomalous public works projects. The committee held that inquiry in September 2025. Discaya answered questions from committee members on September 8, 2025.

9-million flood control project in Calumpit, Bulacan, were released without an approved disbursement voucher. Senate staff completed booking procedures at the building, taking Discaya’s mugshot and thumbmarks.

He is scheduled to appear in court for the return of the warrant, after which the court will decide his detention facility. A Bulacan court ordered the arrest of Discaya and ten fellow accused. Many of those ten have already been detained.

Discaya’s wife, Sarah Discaya, is among those already in custody. She has been held at the Lapu-Lapu City Jail Female Dormitory in Cebu since her arrest in December 2025. Sarah Discaya faces a separate malversation and graft case involving a P96-million ghost project in Davao Occidental.
