U.S. and Iran Agree on De-Confliction Cell to Enforce Lebanon Ceasefire

High-level negotiations between the United States and Iran concluded early Monday at the Bürgenstock Resort near Lucerne, Switzerland. The two sides agreed to establish a de-confliction cell that includes the Lebanese government to monitor adherence to the termination of military operations in Lebanon. U.S.

Vice President JD Vance led the American delegation, which also included Steve Witkoff and Jared Kushner. Iranian negotiators were headed by parliamentary Speaker Mohammad Bagher Qalibaf and Foreign Minister Abbas Araghchi. The session lasted about 80 minutes.

Mediators Pakistan and Qatar announced the cell after the meeting. Negotiators also discussed mechanisms to keep the Strait of Hormuz open, enforce a ceasefire in southern Lebanon, and address Iran’s nuclear program. President Donald Trump posted that Iran must stop its proxies in Lebanon from causing trouble or face renewed strikes.

Araghchi wrote that the mediation had delivered “major progress to end Lebanon War,” adding that the first real test would be whether the cell halts the fighting. A senior U.S. diplomat said the Sunday session clarified recent Iranian statements about the strait and reviewed enforcement options.

Commercial vessels may transit the Strait of Hormuz without charge for the 60-day diplomatic window that aims to produce a permanent agreement. A ceasefire in southern Lebanon appeared to be holding Sunday. Israel said it would lift movement restrictions near the border on Monday morning.
