The attack cut electricity to 140,000 residents; utility crews restored service to 110,000. In Dnipro, at least nine people died, including one child, when a four-story apartment building collapsed.
Officials said several people remained unaccounted for under the rubble.
Zelenskyy called the attack "a brutal strike" and confirmed 130 people were injured. He said the current level of air-defense supplies does not allow interception of a significant share of incoming missiles. Zelenskyy wrote that Europe needs its own anti-ballistic defense systems and that U.S. supplies of Patriot missiles remain necessary.
Russia's military said it carried out a "massive strike" on Ukraine's military-industrial complex using hypersonic missiles. Moscow claimed residential buildings were not targeted. A Ukrainian drone strike killed one person in Russia's Kursk region, and another drone caused a fire at an oil refinery in Krasnodar, according to regional officials.
